The Arc was established in 1950 from a grassroots movement of families working to create services for their children and adults with an intellectual disability. The Arc is the oldest and largest advocacy organization that promotes the human rights of people with intellectual and/or developmental disabilities (I/DD) and supports their full inclusion in the community. The Arc has a large network. Our chapters serves more than 1.4 million individuals with intellectual disabilities and their families. We have over 660 chapters in 48 states and the District of Columbia.

Meet Our Team

Tim Cooper
Executve Director
Tim is a parent of a daughter on the autism spectrum. His job at the Arc of Alabama is to assist families in connecting with community service providers and advocating for the rights of individual and their families Tim has over 35 years of experience working with Individuals with intelectual disabilities. Before he became Executive Director, he was a physical education and special education teacher. He has had several legislative bills pass into law with his advocacy. Tim holds an Educational Specialist degree in Special Education and a Masters in Physical Education

Kim Spanger
Outreach Coordinator
Kim assists families in connecting with community based services and paid supports. The Colby Act, named for her son, Colby Spangler paved the way for Alabamians with disabilities to have a legally recognized team of friends and/or family produce input, help guide decisions, and provide support to preserve decision making rights and recognize capacity. While Kim is passionate about helping families build community based support teams, she recognizes the need for professional paid support as well. Her personal connection to disability and her work in social services has equipped her to provide a well rounded approach to future planning.
